Definition
By-Laws: (bi’lo’), n. by-<ME. by, bi town (<ON.byr, village < bua. To
dwell); + law; meaning influenced by by prep). 1 a law of local application
adapted by an organization or assembly. 2 a secondary law or
rule.
Purpose: The purpose of these By-Laws are to
reflect The Southern California Bassmasters Constitution and to address
specifics with respect to the memberships commitment to friendly tournament
competition, Sportsmanship, Enjoyment and the willingness to protect all fish
and wild life while preserving our natural environment
Penalties: Unless Otherwise Specified, Rule
Violation Shall Result In Disqualification
from Tournament.
Eligibility and Draw for
Tournament
1.
Members must be
financially current with the club, prior to the tournament draw.
2.
Members
shall pay a one time annual dues of Two Hundred Fifty ($250.00) dollars. Plus ($25) Twenty Five Dollars for Club
Insurance. Due by the first
tournament of the year.
3.
The Treasurer will approve
the list of members participating prior to launch.
4.
If a member is unable to
attend the meeting, he may call the Events Officer or “send in” his decision
with any other member.
5.
Members not in the draw
constitute intentional non-participation in the tournament
6.
A random tournament
partner selection shall be made by at least 2 officers of the club
7.
Willful
violation of current pre-fishing rule is an automatic
disqualifier.
8.
If
possible, no member shall draw or fish with any member he has previously fished
with during the current calendar year
9.
If
two boaters are drawn together, The Angler with the greatest seniority has first
right to take his boat.
10.
Events
Officer shall, at the draw meeting, inform members of the
following.

of tournament start.
·
Tournaments
finish time.
·
Pre-fishing
cut off date.
·
Location
of weigh in.
Rules For
Tournaments.
1.
All
members shall obey all Federal, State, County,
2.
No
Alcohol shall be consumed during tournament hours.
3.
Eligible
Club members only, shall be in the participating boat, during tournament hours.
4.
If
non-boater does not show up at the tournament, boater may fish alone or with
another member who is also fishing alone, if agreeable with both members.
5.
Boater
shall be responsible for providing life jackets for all persons in boat. However, non-boaters may provide their
own life jacket, if he so desires.
6.
Life jackets shall be
properly worn and functional and a kill switches will be in operation at all
times when big engine is running.
7.
All fishing shall be done
while in the participating boat.
8.
Trolling or deliberate
snagging shall not be allowed.
9.
Only
one rod per contestant may be in water at any one time.
10.
Live
bait, bait that was once alive or parts of live bait, shall not be allowed,
except pork rind.
11.
Local tournaments will
begin at the earliest
12.
The Events Officer will
start away tournaments after all boats have launched and gathered. The away tournament shall be started in
the order of the draw.
13.
Tournaments
held at lakes with fixed closing time, the weigh-in would be automatically one
hour before posted lake closing time.
14.
Members
and boats shall be inside marina area at, or before, tournament finish time.
15.
The
non-boater shall pay the boater $30 or, one half of the day’s expenses which
ever is greatest. Non-boaters shall
pay the boater for half of the operational cost if the nonboater is a no show on
tournament day.
16.
Any
member who receives a written citation of any kind during tournament hours, he
or she shall notify any member of Executive Committee of it, no later than at
the end of the weigh in. Failure to
do so may result in two tournament disqualification and non-participation. The executive committee will decide any
disposition.
17.
Tournament
award plates shall be disbursed at first meeting after the tournament. When ever
possible.
18.
All
grievances shall be presented at the weigh-in to any member of the Executive
Committee as soon as possible. All
plates and points will be held until the events committee has reached a
decision.
19.
In
the event more boaters are drawn, the boater with the least amount of club
seniority will be drawn as a non-boater and the two boat owner can negotiate
whose boat shall be used in the tournament.
20.
Boaters
without a draw partner (odd number draw) can fish alone and the average
non-boaters weights shall be added to that boaters weight for a Team Angler
total weight. (total non-boaters weights divided by number of
non-boaters)
Rules For
Weigh In.
1.
The
Events Officer, and the Weigh Master shall conduct the
weigh-in.
2.
Each Angler shall present
his catch to the weight scale in a suitable fish bag and is responsible for the
safe return of his catch to the lake.
3.
Eligible
fish shall be Largemouth, Smallmouth, and Spotted Bass only. The limit shall be five fish, unless
otherwise specified.
4.
All fish shall be 13”
minimum length, measured open mouth, laying flat on a flat measuring board. Any questionable undersized fish shall
be measured and at least two members of the weigh-in team are required to
declare a fish as undersized.
Decision is final.
5.
Undersize fish will not be
weighed and a pound penalty will be deducted from that member’s total
weight. Dead fish will be weighed
and a two tenth of a pound penalty will be deducted from that members total
weight.
Points, Awards, Payouts, Fees,
Rules
1.
Big Fish shall be used as
a tiebreaker.
2.
Each member’s total weight
for the tournament will determine that member’s standings, converted to points
for the Individual Bassmaster of the Year Award. Also this weight will be combined with
the partners total weight for that days points in the Team Angler of the Year
competition.
3.
A first, second and third
place Team Award shall be issued to both partners, for the highest day points by
combining their total tournament weight.
4.
In the event of a solo
angler, the sum total of all the non-boaters weights shall be averaged and added
to the solo angler’s weight for the Team Angler of the Year competition.
5.
Ten
show-up points for the individual and ten show-up points for the team
competitions shall be awarded to each eligible member who fishes the
tournament. You must be present at
weigh in to qualify for show up point(s).
6.
If
a tournament is cancelled at the lake, show up point (s) will automatically be
awarded to each eligible member who is present at the time of cancellation. And added to the make up
tournament.

Team Competition (Team Angler of the Year
Award)
·
Each participant in the Team Angler
competition shall receive 10 show-up points.
·
The 1st place Team Anglers
shall receives 50 points each plus 10 show up points. The 2nd place Team Anglers
receives 49 points each plus 10 show up points and so on. All Teams shall place in ascending order
(1st, 2nd, 3rd and etc.) based on total
combined team’s weight.
·
For both members to place in the Team
event. Either team member must
weight in at minimum 1 legal fish, or both anglers will receive only the 10 show
up points.
Individual
Competition (Bassmaster of the Year
Award)
·
Each participant in the individual
competition for Bassmaster of the Year and Rookie of the Year shall receive 10
show up points.
·
The Angler receiving the highest
individual weight shall receive 50 points plus 10 show-up points. The second runner up shall receive 49
points plus 10 show-up points and so on, based on each Anglers individual total
weight.
·
Every Angler must weight in at
minimum 1 legal fish to place.
·
The Big Fish shall used as a
tiebreaker in all competitions and the overall year end
race.
·
The Angler with less than 3 years or
less in the club
·
Has competed against the other rookie
with 3 years or less, and has excelled in the Individual Total Weight Standings
for the year. (Best of eight tournaments)
·
A one time only, winner does not
compete in any other year race after winning.

All
probationary members shall paid 2 Tournament events (if applicable) at $25
plus $25 advanced for Club Insurance before their first club event. Probationary members are defined
as guest under the Insurance plan, and shall be activated upon payment in
full of their membership dues at the end of their probationary
period. All dues paid during
the probationary period shall be deducted from the calculated
"Total". After a
differential payment, define as "Paid in Full" the probationary member
becomes a full "Active" member. |
