 Article I                  Name and Purpose

Section A           Name

Paragraph 1.

This organization shall be called The Southern California Bassmasters.

Section B                  Purpose

Paragraph 1.

To stimulate dedication to the art and practice of Bass fishing.  To develop good sportsmanship toward fellow members and the general public.  To promote catch and release.  And to protect all fish and wildlife encountered, and to preserve all land and waters traveled.

Article II                  Membership

Section A.           Number of Members

Paragraph 1.

This organization shall begin with not more than 25 (twenty-five) Charter members.  This number shall not increase until January first 1970.  After this date, the general membership will be open to anyone selected according to organization purpose and membership qualifications.  At no time will this organization's membership exceed 50 (Fifty) members.

Section B.                    Requirements for Members

Paragraph 1.

a.   At least 18 (eighteen) years of age.

b.   Express an enthusiastic interest in being a full time participating club member, and abide by club rules.

c.   Application to be completed at meeting.

d.   Current annual membership dues if joining before November first. See By-Laws for payment schedule.

Section C.          Definition of Membership Tournament probation period

Paragraph 1.

Probation Member:

a.   All new members shall be eligible for an active membership vote after a six (6) months or participated in a least three (3) Tournaments which ever comes first

b.   Shall complete an application form.

c.   Shall receive a copy of tournament rules upon request. (website posting)

d.   Are eligible for all rights and benefits listed in active paragraph except the following:

1.   Voting rights.

2.   Right to hold office, or serve on committees.

3.   Club hat.

4.   Club Patch.

5.   Right to purchase and wear club jacket.

6.   Right to purchase jacket for associate member.

7.   Wood trophy board.

8.   At the end of the probation period, if voted in by general membership, probationary member becomes full active members

Paragraph 2.

Active Member:

a.   Active members will receive all club rights and benefits including, but not limited to, the following:

b.   Right to vote on club business.

c.   Right to hold office, if eligible.

d.   Right to serve on committees.

e.   Right to participate in all club events.

f.    Receive tournament points earned.

g.   Receive all prizes won.

h.   Receive all trophies won.

i.    Receive all trophy board plaques won.

j.    Right to purchase and wear club jacket.

k.   Right to purchase jacket for associate member.

Paragraph 3

Inactive Member:

a.   Members requesting to be declared inactive, must have a reasonable incapacity and shall be approved by a majority vote of the executive committee.

b.   An annual inactive membership dues of $50.00 is required of member receiving inactive status.  Active membership dues in that year are applicable.

c.   In active members who go active within the same year shall bring their dues payment to full annual active status, before going active again.

d.   Inactive member shall receive the same rights and benefits as an active member, except the following:

1.   Shall pay for self and guest, if attending club dinner.

2.   Shall not be eligible to receive any awards, except that which has been earned while active.

3.   Non attendance of 25% of club functions during a 12-month period, as reason for removal of member, does not apply.

4.      Right to hold an office or serve on committees.

Paragraph 4

Associate Member:

a.   Wives of all club members, except probationary members, shall be associate members entitled to wear club jacket, patch, and hat.

Section D.          All Members Responsibilities

Paragraph 1.

Responsibilities:

a.   It shall be each individual's responsibility to inform club secretary of all changes in information pertaining to this club.

b.   Address

c.   Telephone numbers

d.   All boat information on application form.

Section E.          Member Removal & Procedure

Paragraph 1.

Removal:

a.   Member shall be removed if charged with abusing any Federal or State laws, club By-laws, or Club Constitution.

b.   Member can be removed if conduct is unruly and disruptive at club events.

c.   Member can be removed if; when representing the club they display a lack of integrity and decorum.

d.   A member can be removed for misrepresenting themselves as officers of the club.

e.   Non attendance of 25% of organized club functions, based on a rolling 12 (Twelve) month period.

f.    All monies received from member being removed are forfeited.

 

Paragraph 2.

Procedure for Removal:

a.   Review and a recommendation by executive committee.

b.   Executive committee recommendation read to general meeting.  Results determined by general membership vote.

Article III         Government

Section A  Eligibility, Responsibilities Term of Office

Paragraph 1.

President:

a.   3 (three) year continuous membership, not to include the 6 (Six) month probationary period.

b.   Shall serve a 2 (Two) year term.  Terms maybe unlimited.

c.   : Shall be responsible for general operation of the organization

d.   Shall preside at all general meetings

e.   Shall preside at executive meetings, as chairperson.

f.    Shall be responsible for the administration of the By-Laws and Constitution.

g.   Shall advocate the expansion of the club membership.

h.   May employ “Executive Privilege” for members requiring special disposition, or as a tiebreaker at the executive meetings.

i.    Shall be responsible for organizing and executing annual award dinner.

j.    Shall be second signature on Bank account.

Paragraph 2.

Vice President:

a.   3 (three) year continuous membership, not to include the 6 (Six) month probationary period.

b.   Shall serve a 2 (Two) year term.  Terms maybe unlimited.

c.   Shall preside in the absence of the president as a first duty.

d.   Shall substitute in the absence of the any club officer including weight master.

Paragraph 3.

Treasurer:

a.   3 (three) year continuous membership, not to include the 6 (Six) month probationary period.

b.   Shall serve a 2 (Two) year term.  Terms maybe unlimited.

c.   : Shall report on membership attendance

d.   Responsible for the collection of all membership dues.

e.   Shall report the clubs financial status monthly.

f.    Shall be responsible for purchasing and distributing plaques and awards

g.   For all financial and banking transactions.

h.   For the membership roster / directory.

i.    Shall call roll at the regular monthly meeting.

j.        Responsible for resubmitting a bank signature card within 30 days of taking office.

Paragraph 4.

Secretary:

a.   1 (one) year continuous membership, not to include the 6 (Six) month probationary period.

b.   Shall serve a 2 (Two) year term.  Terms maybe Unlimited.

c.   Shall perform Website inputs:

d.   Shall record minutes of regular and executive committee meetings.

e.   Shall keep Constitution current.

f.    Shall keep the By-Laws Current

g.   Shall handle all club correspondence.

h.   Shall prepare club telephone directory.

Paragraph 5.

Tournament Director

a.   1 (one) year continuous membership not to include the 6 (Six) month probationary period.

b.   Shall serve a 2 (Two) year term.  Terms maybe unlimited.

c.   Shall record and report tournament standings

d.   . Shall be first point of contact for tournament protests

e.   Shall cover new member’s orientation.

Paragraph 6.

Weight Master (s)

a.   1 (one) year continuous membership not to include the 6 (Six) month probationary period.

b.   Shall serve a 2 (Two) year term.  Terms maybe unlimited.

c.   Shall perform the weigh-in at club tournaments.

d.   Shall perform the duties and responsibilities of the Events Director in his absences.

 

Section B.           Election Procedures

Paragraph 1.

Nomination and Election:

a.   Shall be held every 2 (Two) year at the regular December meeting. (odd years 2001-2003-2005-2007-etc.)

b.   New elected Officers will begin term at the January’ Meeting

c.   A simple majority vote of eligible members present is required to elect.

d.   Member’s consent must be obtained before being nominated for office.

e.   Member need not be present at meeting to be nominated and elected.

f.    Each eligible member is entitled to 1 (One) vote.  No proxy votes will be accepted.

g.   New officers to assist previous officers in organizing and execution of annual awards dinner.

Paragraph  2.

Vacancies:

a.   Shall be filled as soon as possible at regular club meetings per proper election procedure.

b.      Member, elected to fill vacancy, will serve the unexpired term created by vacancy.

Section C.          Committees

Paragraph 1.

Executive Committee:

a.   Chair person shall be current President.

b.   Current Vice President.

c.   Current Treasurer.

d.   Current Secretary.

e.   Current Tournament Director

f.    Past President as advisor.

g.   The committee shall function as a group.

h.   May calls for additional meetings.

i.    To support the Constitution.

j.    To support the By-Laws rules.

k.   To settle disputes or conflicts arising from possible rules violations.

l.    To make recommendations to general membership.

Paragraph 2.

General Committees (AKA Executive Committee)

a.   Membership shall be the club officers.

b.   Committee members may solicit new member from eligible general membership.

c.   The President shall preside as chairperson.

Section D.          Amendment Procedures

Paragraph 1.

Constitution

a.   Motion made to general membership at regular club meeting.

b.   Any motion declined may not be resubmitted for a period, not less than 90 days

c.   Request for changes to the Constitution shall be presented in writing to the executive committee as amendments to Article, Section, Paragraph and Line and accepted with a majority vote by the executive committee.

d.   Additions to the Constitution accepted by the executive committee shall be carried to the general membership for acceptance.

e.   Vote taken from general membership at the next or any following regular club meeting.

f.    Number of officers may also be amended following above procedure.

g.   Constitution to be updated from minutes of meeting.

h.   The changed constitutional shall be dated (month, day and year)

i.    The website shall be updated ASAP to reflect any changes.

j.        The latest constitutional supplement, shall prevail

Paragraph  2.

Tournament Rules:/By-Laws

a.      Motion made to general membership at regular club meeting.

b.      Any members motion declined may not be resubmitted by that member for a period not less than 90 days

c.      Request for changes to the Tournament Rules / By-Laws shall be presented at the general meeting.

d.      Changes or additions to the Tournament Rules / By-Laws shall be presented as amended to section and accepted by a vote of the general membership.  Vote may be taken at same meeting.  Tournament rules / By-Laws to be updated from minutes of meeting.

e.      The changed Tournament Rules / By-Laws shall be dated (month, day and year).

f.    The website shall be updated ASAP to reflect any changes.

g.      The latest Tournament Rules / By-Laws supplement, shall prevail.

Article IV         Events

Section A.          Meetings

Paragraph 1.

General Monthly Meetings:

a.   Shall be 1 (One) scheduled meeting per month.

b.   Date and time to be selected by eligible voting membership.

c.   Any number of additional meetings may be called.

d    The executive committee may call for additional meetings.

e    Members are to be given as much advanced notice as possible.

Paragraph 2

Committee Meetings:

a.   Committee shall call meetings.

b.   Any number of meetings may be called.

c.   Members to be given as much advanced notice as possible.

Section B.          Picnic And Club Banquet Dinner

a.   Shall be 1 (One) picnic and 1 (One) award dinner per year.

b.   All members may attend.

c    Members may invite a reasonable number of guests.

d.   Two or more guests shall be paid responsibility of that member.

Rules

a.   Tournament rules shall be included in the By-Laws.

b.   Events Committee shall establish tournament rules, regulations, procedure, etc.

c    The Chair person shall submit a copy of above rules, regulations and procedures for approval of general membership.

Section C.          Tournament scheduling Meetings

a.      The committee shall meet every October to solidify the next years Tournament schedule.

b.      All Permits and waivers should be submitted ASAP.  And be available by the first Tournament of the new year.

 

Article V          Financial

Section A.          Dues

Paragraph 1.

Payment

a.   Dues shall be $25.00 per month or $250.00 payable before the first Tournament of the year.

b.   To receive an inactive status, a one-time payment of $50.00 (FIFTY) in that calendar year is required.  Active membership dues in that year are applicable.

c.   Unless inactive, members shall pay full membership dues each year regardless of how many tournaments fished or events attended.

d.   In active members who go active within the same year shall bring their dues payment to full annual active status, before go active again.

c.   All dues shall be payable by all members, except associate, no later than March’s general meeting.

d.   All monies received shall be deposited into the club treasury.

Section B.          Assessments

Paragraph 1.

All members may, except associate and inactive, be assessed to pay an additional amount to be determined at general meeting.

a.   Assessments are due and payable immediately and become delinquent at close of next general meeting.

b.   All monies received shall be deposited into the club treasury.

c.   Members joining club after October 31st may be assessed for the cost of the member’s annual award dinner.

Section C.          Fund Raising

Paragraph 1.

This club shall be allowed to engage in various fund raising activities.

a.   All monies received shall be deposited into the club treasury.

b.   All gifts and donations given shall be approved by the membership at the regular membership meeting.

c.   All proceeds shall be deposited into the Club Treasury.

 

Section D.          Sale Of Club Merchandise

Paragraph 1.

Club purchased merchandise, sold to members when available
